אם אנו מסכימים שקיומו של העם תלוי בקיומו הרוחני של היחיד, אז יחד עם דאגתנו לבנין הארץ וביסוסה עלינו לדאוג לתיקון היחיד ודרכו. ליחידים אנו קוראים: אל תפרוש מן הציבור. ולמוסדות אנו קוראים: אל תפרוש מן היחיד. וצרכי היחיד צרכי רוח הם, דברים שבלב. קיומו הרוחני של היחיד משמע שעבוד הלב. יהודי ללא  אמונה, ללא חשיבות יהודית, יהודי ללא מצוות, הוא כגוף בלי נשמה. השתייכותו של היחיד לאומה היא רק ענין של הצהרה בלבד או של מתן נדבות בלבד, מן השפה ולחוץ.

השתייכותו של היחיד לאומה היא זמר בכל יום, מעשים בכל יום.

אין בידנו לגזור גזירות. אבל החובה המוטלת עלינו ללמד ולשנן לבני עמנו: הזהרו במורשת אבות. חיים שאין בהם תלמוד תורה, חיים בלי שבת, בלי מועדים, חיים בלי תפילה, חיים שאין בהם אמונה באלוהים אינם נקראים חיי ישראל.

If we agree that the existence of the people depends on the spiritual existence of the individual, than together with our concern for building and stengthening the State of Israel and Jewish communal institutions everywhere we have the important concern for the individual and his problems. To the individuals we say: 'Do  not detach yourself from the community' and to the institutions we say: 'Do not detach yourself from the individual'. A Jew without commitment to the spirit, a Jew  without faith, without a sense of the importance of Judaism, a Jew without any observance is without Jewish substance. The attachment of the individual to the people is not of lip-service or financial contribution but a commitment in thoughts and deeds.

We have no power to issue decrees. But it is our duty to teach and to proclaim: 'Guard the legacy of ages ! Without the study of the Torah, without the Sabbath, without festivals , prayer, and attachment to God - there is no Jewish existence.'
